Commercial & Compliance Support Manager

Location: Tidworth – with occasional travel to sites and London.

Flexible home working available.

Salary: £45,000 – £50,000 (depending on experience)

Full Time, Permanent

Working Hours: 37.5 hours per week, Monday to Friday 08:30 – 16:30

I am recruiting for a Commercial & Compliance Support Manager to join a dynamic and collaborative team supporting a major long-term infrastructure contract.

This is an excellent opportunity for a commercially aware professional to play a key role in ensuring contractual compliance, supporting assurance activities, and driving commercial performance across a complex PFI environment.

Key Purpose of the Role:

  • Enhance commercial efficiency and ensure adherence to contractual and assurance processes.
  • Support risk management and fulfilment of commercial obligations.
  • Provide high-quality commercial, administrative, and governance support to senior stakeholders.
  • Monitor performance and provide commercial oversight against contract deliverables

Key Responsibilities:

Commercial Support.

  • Prepare commercial reports, briefings, and recommendations for senior leadership.
  • Support the development and maintenance of commercial policies and procedures.
  • Analyse data and produce documentation to support decision-making.
  • Assist with insurance renewals and claims processes.
  • Maintain document control for commercial and contractual records.
  • Support supplier and stakeholder negotiations through preparation and tracking actions.
  • Assist with contractual matters and broader commercial activities.

Contract & Assurance Management.

  • Monitor FM performance against contractual indicators and service standards.
  • Support auditing of systems, processes, and quality management arrangements.
  • Evaluate audit evidence and support compliance monitoring.
  • Review and track non-compliance actions through to resolution.
  • Validate service performance scoring and challenge where required.
  • Work with finance teams to validate payments, deductions, and variations.
  • Maintain audit trails in preparation for third-party audits.
  • Support construction assurance activities and quality reviews.

General Duties

  • Maintain contract documentation, trackers, and commercial databases.
  • Prepare reports, dashboards, and presentation materials for senior meetings.
  • Deliver clear, evidence-based reporting.
  • Support improvements to contract management and governance systems.
  • Liaise with internal departments including Construction, FM, Lifecycle, and Finance.

Requirements:

Essential:

  • Level 3 qualification (A-Level or equivalent) or above.
  • Strong organisational and administrative skills.
  • Experience in PFI, FM, estates, asset management, quality, or compliance environments.
  • Ability to interpret contracts and regulatory requirements.
  • Understanding of contract principles, performance monitoring, and auditing.
  • Experience supporting commercial, legal, procurement, or contractual functions.
  • Strong communication and stakeholder management skills.
  • High level of IT proficiency (Excel, Word, PowerPoint).
  • Full UK driving licence.
  • Ability to obtain MoD SC clearance within 3 months.

Desirable:

  • Experience within PPP/PFI or similar long-term contract environments.
  • Knowledge of quality management systems (e.g. ISO standards).
  • Experience within public sector or regulated industries.
  • Working towards a relevant professional qualification (e.g. IACCM).
  • Experience with Power BI.
